MGE API and integration

MGE delivers flat files on its own publishing schedule rather than answering requests, so the freshness ceiling on this page is MGE's and not Project Parabellum's. Retrieval is quick, because the files are small, but retrieving them faster would buy nothing: there is nothing new to collect until MGE writes the next drop. A dealer used to API distributors should read the sync clock here as the moment we collected the most recent file. That is a different claim from the moment the numbers inside it were true.
